Why Kill la Kill always comes out first? Because Kill la Kill is the highest priority for Underwater.

No, the reason it takes longer is because it's a collaboration with Vivid. Underwater only do the encode for this show, unless I'm mistaken. Vivid does the translation and timing and so on.
Vivid just takes their time with it, and that's perfectly fine.
