It depends. Hi10p is incompatible with most equipment. HEVC Native decoding is on the way, smartphones and lcd tvs are slowly supporting them. HEVC even reachs 12bit, but it is still incompatible. No upscale because we cannot add data that is not there. Quality ends being worse than original. The trade-off could be to raise the crf value, lets say 14 or less, quality will be almost 1:1 compared to the original. There is no need to upscale because newer equipment makes a great job upscaling on the fly.

With equipment I was referring to tv or BD players capable of doing a very decent upscale on the fly. If HEVC is not an option, you can always get back to 8bit and lesser crf to 12 or less, 10bit saves 10-20 % file size anyway, and if you use less crf, results will be pretty the same or better than an upscaled 10bit encode.

what? x265 are not easy to use as you think , need lots of encode test before x265 1.9 are very difficult to use

did you watch 480p DVD with 100% (pixel to pixel) on your 1920x1080/2560x1440/3200x1800/3840x2160 screen??????
what video player do you use??
what scaling algorithms do you use during the fullscreen mode??

Well, if you don't want to end up watching your video with a magnifying glass on your 2k screen, upscale has to by done anyway (by your player or by the encoder).
A good upscale made by the encoder will always be better than any other random/overfiltred upscale made by your TV. The best upscale algorithms on the fly are done by nnedi3 or ewa_lanczos using madvr on MPC or using MPV player, but they are certainly not included on your TV...

So upscale is a good thing when done properly. Maybe you don't like the idea of upscaling because many encoders apply upscale with terrible filters (it was very common a few years ago and it still happen nowadays, sadly). That's why nyaa still has a rule that forbids upscale above a certain resolution, but they should remove it imao.
Many excellent encoders do DVD upscale.

Do you know nnedi3 ? it not only do great upscale but also do Anti-aliasing.
Kuramori must deal with the scene in avisynth at higher resolution about 720(by nnedi3 [fix aliasing] )

After nnedi3 ,downscale to 480 may loss some details (by the test result)
downscale to 576 is proper for most DVD Scene ,no detail loss
if downscale to 576 loss detail ,it is necessary to make 720p DVDRip

yup, Kuramori make some DVDRip 720p before ,with the tag [Henshin]

Replying you all: I have said decent, not perfect. I gave up on HEVC. Yes, we know nneddi3. The 10-20 thing is from google and some forums about encoding. you can search for yourself. Upscale and needi can fix aliasing, but also remove detail.

What you mean by "detail"? artifacts dvd - aliasing, halo, rainbow, dot crawl etc.,all this "original" dvd data, do not remove it?
All avisynth filters somehow modify source data.
Need to find a compromise between detail and watchable.
